Petco Producer Responsibility Organisation (NPC) is a cornerstone of South Africa’s recycling ecosystem, playing a pivotal role in strengthening national systems for the collection, recovery, and recycling of post-consumer packaging. Established in 2004, Petco administers Extended Producer Responsibility (EPR) schemes that convert producer funding into measurable environmental and socio-economic outcomes. Through sustained investment in infrastructure, waste picker empowerment, SMME development, and financial support for recyclers, Petco advances a circular economy that is both environmentally sustainable and socially inclusive.
Central to this work is Petco’s Green Impact Initiative, a flagship programme entered in the Best Green Impact Initiative category of the 2026 CSI Legacy Awards. The initiative responds directly to South Africa’s plastic pollution challenge while addressing the structural inequalities embedded within the informal recycling sector. By strengthening collection systems and supporting those who sit at the heart of recycling, Petco ensures that environmental progress is inseparable from social upliftment. The programme has trained and equipped more than 4,600 waste collectors, partnered with cooperatives, and formalised income opportunities for individuals who have historically been marginalised.
The impact of the initiative is both significant and measurable. In 2024 alone, Petco supported 47 SMMEs, sustained 347 formal jobs, and created 3,824 income opportunities across the recycling value chain. Over the past three years, the organisation has enabled the diversion of 273,412 tonnes of post-consumer packaging from landfill, reducing environmental harm while expanding economic participation. These outcomes reflect Petco’s ability to translate policy and funding mechanisms into tangible benefits at community level.
Petco’s Green Impact Initiative operates across the full recycling value chain, integrating technical investment with social and educational interventions. Infrastructure development has expanded local processing capacity, allowing communities to participate meaningfully in recycling while generating income. Education and awareness campaigns targeting schools, municipalities, and households promote environmental literacy and foster a culture of responsible consumption. Particular emphasis has been placed on supporting women-led cooperatives, strengthening inclusion and encouraging broader participation across the sector.
At the core of Petco’s approach is the recognition that environmental sustainability cannot be achieved without social justice. Waste pickers, often operating in unsafe and informal conditions, are essential to South Africa’s recycling success. Petco addresses this reality by providing personal protective equipment, tools, training, and safer working environments, transforming informal labour into dignified and sustainable livelihoods. Since its inception, more than 15,000 jobs have been created within the PET collection value chain, with Petco playing a critical role in sustaining and professionalising these opportunities.
Beyond the data, Petco’s work is evident in the lived experiences of communities: cleaner neighbourhoods, more secure household incomes, and increased confidence among waste collectors who are recognised as contributors to the green economy. By combining human-centred programme design with systems-level innovation, Petco demonstrates that circular economy initiatives can serve as powerful drivers of social change.
